The Directorate Youth Development falls under the Ministry of Higher Education, Training and Employment Creation.

MISSION
To empower, encourage and support the full, effective and constructive participation of the youth in the process of national development and decision-making in accordance with the United Nations World Plan of Action for Youth to the Year 2000 and beyond, the Commonwealth Plan of Action for Youth Empowerment and the National Youth Policy to ensure that youth concerns, needs and aspirations are fully integrated into the economic main streams of all government policies and actions.

All Namibian environmental education initiatives in both the formal and informal environmental education sectors.
